La pauvreté et les inégalités ne sont pas le fruit du hasard, mais « les conséquences prévisibles de choix politiques », affirme un collectif de personnalités dont Olivier De Schutter, Thomas Piketty, Kate Raworth et Joseph Stiglitz, dans un manifeste ». Pour eux, il est temps de transformer les règles de l’économie mondiale.

Nous vivons à l’ère de la pénurie artificielle. Dans un monde plus riche que jamais, plus d’un dixième de la population mondiale vit encore dans l’extrême pauvreté. Des millions de personnes n’ont pas les moyens de se nourrir, de se loger ou de se soigner correctement, tandis qu’une infime minorité accumule une richesse et un pouvoir sans précédent. Parallèlement, sécheresses, mégafeux, inondations et vagues de chaleur nous rappellent que nos économies poussent la planète au-delà de ses limites.
Ces deux crises ne sont pas séparées. Elles sont l’une et l’autre des symptômes d’un modèle économique qui est à bout. La pauvreté et les inégalités ne sont pas le fruit du hasard, elles sont les conséquences prévisibles de choix politiques : elles découlent de la manière dont nous concevons les systèmes fiscaux, dont nous réglementons le marché du travail, dont nous valorisons le « care » [le soin aux autres], ou dont nous organisons les services publics ; elles résultent de la manière dont le pouvoir politique est réparti et du poids que nous accordons aux différents intérêts. Lorsque des personnes sont privées des moyens de vivre dans la dignité et de participer pleinement à la vie de leur société, leurs droits fondamentaux sont bafoués.

Cependant, si les gouvernements peuvent fabriquer la pauvreté, ils peuvent aussi l’éradiquer. Pendant des décennies, il est vrai, la recette était simple : il fallait faire croître l’économie, et la pauvreté disparaîtrait progressivement. Mais la promesse d’une croissance économique au bénéfice de tous et toutes n’a pas été tenue. Alors que les revenus nationaux augmentaient, les salaires réels stagnaient, les emplois sont devenus plus précaires et les services publics ont été réduits. Tandis que les plus riches se sont enrichis de façon spectaculaire, les plus pauvres se tournent, chaque fois plus nombreux, vers les banques alimentaires.
Non seulement la croissance ne se traduit plus en prospérité partagée, mais elle est devenue écologiquement insoutenable. Les scientifiques alertent sur le risque de voir la Terre devenir une étuve, dans laquelle la hausse des émissions de gaz à effet de serre et la destruction du vivant déstabilisent les conditions nécessaires à la vie humaine. Environ 90 % des émissions mondiales de carbone en excès sont imputables aux pays du Nord et « les 10 % des individus les plus fortunés sont responsables de près de la moitié des émissions mondiales », selon l’économiste Lucas Chancel dans Nature en 2022, tandis que les populations vivant dans la pauvreté sont les premières à subir les conséquences des mauvaises récoltes et de la flambée des prix alimentaires. Un modèle économique fondé sur une expansion sans fin sur une planète aux ressources limitées n’est pas seulement injuste ; il est aussi dangereux.
Bien entendu, les pays à faible revenu ont encore besoin de croissance pour construire des routes, des hôpitaux et des écoles, pour développer les énergies renouvelables et créer des emplois décents. Mais le modèle dominant de croissance est fondé sur l’extraction des ressources, sur l’exploitation d’une main-d’œuvre bon marché et docile, sur la dépendance aux exportations et sur un endettement croissant. Ce modèle a creusé les inégalités et accéléré l’effondrement des écosystèmes. La véritable question aujourd’hui n’est pas de savoir si la croissance peut se poursuivre, mais quelles économies nous construisons, à qui elles profitent, et si elles permettent à chacun de vivre dans la dignité et le respect des limites planétaires.

Une protection sociale universelle
C’est pourquoi nous avons élaboré une « Feuille de route pour l’éradication de la pauvreté au-delà de la croissance », récemment lancée à Genève, en Suisse, à l’Organisation internationale du travail, sous l’égide de la Coalition mondiale pour la justice sociale. Celle-ci propose diverses alternatives pour aller au-delà de l’approche « croissance-impôts-
Les droits humains fournissent le principe directeur qui nous permet de mesurer les progrès, de définir les priorités et de trouver les compromis entre des objectifs concurrents. Garantir une protection sociale universelle fondée sur les droits et un accès universel à des services publics de qualité est une priorité absolue : dans de nombreux pays, cela demeure la tâche la plus urgente. Une économie respectueuse des droits humains va toutefois au-delà de la simple redistribution et de la compensation post-marché. La protection sociale et les services publics sont essentiels, certes, mais ils ne peuvent indéfiniment constituer la béquille d’économies qui, par leur vocation (extraire des profits maximaux), engendrent des salaires de misère, des emplois précaires et des logements inabordables.

Il est nécessaire de modifier les règles en amont. Cela implique, par exemple, de protéger le travail décent et de créer des systèmes de garanties d’emploi, de renforcer les syndicats et la démocratie au travail, de lutter contre les discriminations et de valoriser le travail de soin, rémunéré ou non, dont dépendent les sociétés. Cela signifie investir dans la petite enfance, le logement, la santé, l’enseignement et les transports, en les érigeant en services publics universels, afin de briser les cercles vicieux qui perpétuent la pauvreté de génération en génération. Cela implique un contrôle public des actifs stratégiques, un fléchage du crédit pour orienter les investissements vers les priorités sociales et écologiques, et un soutien au développement de l’économie sociale et solidaire.
Mettre en œuvre ce chantier implique aussi de transformer les règles d’une économie mondiale qui, encore aujourd’hui, oriente les capacités productives des pays à revenu faible et intermédiaire vers la consommation des pays du Nord, au détriment de la satisfaction des besoins locaux. Aujourd’hui, les gouvernements des pays du Sud sont critiqués pour leur inaction face à la pauvreté, alors qu’ils subissent la pression de sanctions unilatérales, d’accords commerciaux qui les privent des marges politiques indispensables et perpétuent l’échange inégal, ainsi qu’un endettement hérité de siècles de dépossession coloniale. Ainsi, 3,4 milliards de personnes vivent dans des pays qui consacrent davantage de ressources au service de la dette qu’à la santé ou à l’enseignement.

Les pays fortement endettés sont contraints par les institutions financières internationales de réduire leurs dépenses sociales et d’affaiblir la protection des travailleurs, au nom de la compétitivité. Parallèlement, les chaînes d’approvisionnement mondiales permettent un transfert net de main-d’œuvre et de ressources du Sud vers le Nord, à une échelle telle que les revenus perdus par les pays pauvres suffiraient largement à éradiquer l’extrême pauvreté sur toute la planète.
La solidarité internationale est une obligation juridique et morale, découlant d’un fait historique : de nombreux pays riches ont bâti leur richesse en appauvrissant les pays du Sud par des modèles d’extraction qui perdurent aujourd’hui sous de nouvelles formes. Une transition juste, au-delà de la croissance, doit inclure la justice en matière de dette, une coopération Sud-Sud accrue, un financement renforcé de l’action climatique et un soutien plus important à la mise en place de socles de protection sociale, ancrés dans les principes de non-domination et d’autodétermination. Les pays du Sud pourraient ainsi définir leur avenir économique dans des conditions qui respectent leur souveraineté.

Avenirs alternatifs
Il est tout aussi crucial de savoir qui aura le pouvoir de contribuer à cette transition. Trop souvent, les politiques qui concernent les personnes vivant dans la pauvreté sont conçues sans elles, voire parfois contre elles. Lorsque les systèmes de protection sociale reposent sur la suspicion, la menace de sanctions et l’imposition de conditions qui humilient, ils renforcent la stigmatisation et dissuadent les personnes de faire valoir leurs droits. Lorsque les réformes agraires ou les programmes de logements sociaux sont entachés de corruption et de favoritisme, ou excluent les habitants des bidonvilles, ils ne bénéficient pas à celles et ceux qui ont le besoin le plus vital de ces soutiens. Les personnes vivant dans la pauvreté savent mieux que quiconque comment les dispositifs censés les aider peuvent échouer en pratique. Leur expertise doit guider la conception, la mise en œuvre et le suivi des stratégies de lutte contre la pauvreté, des collectivités locales aux parlements et aux instances internationales.
Nous ne partons pas de zéro. Partout dans le monde, les luttes autochtones, les mouvements féministes, les syndicats et les mouvements pour la justice climatique défendent et construisent des avenirs alternatifs fondés sur la solidarité et les droits territoriaux. De nouvelles coalitions d’Etats proposent de nouvelles visions de la gouvernance économique mondiale, et les gouvernements expérimentent des stratégies de lutte contre la pauvreté fondées sur les droits, des assemblées citoyennes et la création de richesse communautaire.

Notre feuille de route prend appui sur ces efforts, les relie entre eux et les amplifie. Nous la proposons à présent comme point de référence commun pour ceux qui refusent d’accepter que la pauvreté et l’effondrement écologique soient le prix à payer pour notre définition actuelle du « succès » économique. A l’approche du sommet sur les objectifs de développement durable de 2027, les gouvernements et les institutions multilatérales doivent choisir : persister dans un modèle de croissance défaillant ou s’engager à éradiquer la pauvreté en transformant les règles économiques qui la produisent. La pauvreté est construite. Ce qui a été construit peut être défait. Le système qui la perpétue peut être remplacé par autre chose. Grâce à la « Feuille de route pour l’éradication de la pauvreté au-delà de la croissance », nous proposons des solutions concrètes.
